ADVICE?

I tried to draw my pet Maxie, His usally happy and care free and has his hair flipped up or gelled up like this:

 

BUT....

I tried to draw it down and i just decied it was raining FFFFFFFFF- i failed on rain looking like water, i think i should use clear next time or something...But ANYWAY~ I decied to draw it so advice? Please?
