You can only view the effect when the pet is an adult. It still has the effect, it just cannot be active until your pet reaches 30 days or more.
Also, please note that only pets from Scria and certain CS pets have art for the stardust effect right now so when you try to view it with the effect active you will see a broken image until they do get art.
