So.

I was thinking about this, and it sees like a good idea.

What if when you scroll down, the SB on the side of the screen is fixed in place. So when you scroll, it follows you down the page.

I would find this very helpful, especially when replying to things in forums and chatting in the SB at the same time. I wouldn't have to scroll up and down or have different tabs open.
