What it does: Give it to a Creatu and it will gain the Derp Effect.

This would be effective for people who want Derp Creatu, but could not hatch certain eggs, or have their already hatched Creatu before the event occurs.

So my question would be if it were to exist, would it be sold in the Cash Shop or an NPC shop?
