I have seen it in the black market npc shop but I don't know what it is or what it does so, what is it and what does it do?

Hey sarah,
The three chambered measuring device will split a dye kit into three bottles of smaller dye.
These smaller bottles of dye can be used to dye clothing. ^u^
But to use this measuring device you must have a regular Dye Kit, and three empty bottles of dye.
