I admit it. I've searched and can't figure it out.

It gives your pet the cosmic effect. Not every pet has the effect though. You can check which ones do under information > creatu species. Then click the drop down that says "choose an effect" and it has the list of effects available for that creatu. I think cosmic is only for Cash shop creatu at the moment.
