how do i get a tail of questionable origin and merbits?

The full details are in the news update from September 4th.

In a nutshell, they're from the Sunken Loot that can be purchased from the Cash Shop.
You can also save points from turning things into the Gnarly Luau to get white (Snow) ones, or possibly find the Snow colored ones in the Enchanted Springs.
