Value vouchers are an old item that could be used in Shari's shop for a discount on items. The shop isn't currently available but it sounds like we can expect an event to open soon in which the vouchers will come in handy! I'd hold on to them for now and even if you don't want to use them during the event they'll probably be quite valuable ^.^
