Plutarch Heavensbee is the head game maker In Catching Fire who takes the place of Seneca Crane. He becomes a commander of the rebel forces in District 13 In Mockingjay.
Plutarch is first seen in The Hunger Games, as an anonymous character. Katniss Everdeen is in her private session with the Gamemakers, and angry at being ignored when her life is in turmoil. When she shot her arrow at the apple in a boar's mouth, Plutarch walked backwards into a punch bowl, knocking the punch bowl to the floor.
Heavensbee is Plutarch's last name.
