I don't do digital art, and I don't claim to be a fantastic artist. I draw for fun, and so I suggest that you get a sketchpad even if you want to be a digital artist. Sketchpads are good when you're on the go and can't bring your laptop or desktop with you.

How many months/years does it take to get as good as all those amazing artists like Kraine, hj42, AngelKiss, TBP and all those guys?
No point in asking that in my opinion. You have to commit and stuff, really some people draw everyday and work really hard but end up not getting anywhere. Really depends onhow you learn and which direction you're going. Going to a cl*censored* will only teach you the technical stuff, you have to build up your skill throughout your whole entire life. Sadly, if you had no dedication to art in the first place and you are only going to pick up art because of the fancy digitalness, I think you'll have to work triple hard to get anywhere. Don't only look at artists on the internet. Please find an appreciation for fine artists that are actually truly deep into the art scene.
Then how many years does it take to be able to draw like THIS? Same answer as above
How much does it cost? Depends on what you get. GIMP is free but it's kinda limited (I don't like it). PS is really expensive and SAI's about 80 bucks. You can use MS paint if you like, lolidk.
For a beginner, get a bamboo tablet. Not an intuos like me. Wacom's really the most trusted brand soit's your safest bet. Please make sure you're semi compitent at using graphics software before you buy a tablet or then your tablet will just be a fancy mouse.
What application do you use, and which tools? Photoshop, SAI, Maya and Flash. I use PS most of the time. I'm starting to use sketchup and AutoCAD for doing architectural designs and stuff. I wanna get illustrator so that I can work with vectors a a little easier.
I have an intuos4 tablet, small sized so it can fit in my laptop bag. I used to use this cheapo tablet I got from China that served me well over the years.
Is it fun? Yes.
Is it easier than normal art? OMG WHAT DO YOU MEAN BY 'NORMAL ART'?! Please, once you get a tablet, don't throw your pencils and paper out the window. I mainly specialise in digital art but I also practice watercolour, etching, sculpting, wirework, sewing (but i'm really fail at sewing -.-;) and oil painting. Please, try and know everythign and then pick your specialty. You never know what's right for you in the beginning, a lot of people who go into digital art don't stick with it in the end.
