Points to improve on:
Anatomy, most of it looks awkward. I suggest you read up about anatomy and look at some other pictures for reference.
Shading lacks detail, by displaying skin texture like freckles and such, you are leading the person looking at it to expect more detail.
Lineart lacks detail, you need to put a bit more details such as creases in the clothing (you have lead the viewer to believe there should be more detail in the shirt by adding detail to the scarf)
