I can't read any of my books within the Library, it just takes you back to the top of the page. I can still take out/put books back into the Library, as well as read books in my inventory.

This is a known problem that the programmers just haven't gotten around to fixing yet. Until it is, you'll just have to remove them and read them to your pets from your inventory.
