I've come to the point of the cake and it's said i've recieved the item, but when i go back to Phyllis, she still wants the items and i can't give it to her...what's wrong with it?

You have to do the quest things in order - if it isn't taking something, you aren't at that step yet.

Have you gotten the item for Lixie? The cake part says you're getting it even when you don't have the item but unless you have Lixie's item he won't actually give it to you.
