Maybe with the items/pets from banned user accounts, they should be put into res. shops. The staff could create 2 new shops: one for items from banned accounts and one for pets from banned accounts. Then the staff could set decent prices and other users would be able to buy these items.

That won't happen. Many banned accounts obtained items unfairly, either by cheating or by stealing, so many of the items should not even be in the game.
There is a possibility that names will be freed up, but not actual pets.
