Instead of stocking just a few items at a time, why not stock so many of one item that it would be financially devastating for one person to buy all of them?
This would prevent hoarding so others can't buy, and it would make contests where items are turned in more fair for everyone, as there would be enough for anyone to purchase. The number of times the item stocks per day could be adjusted to account for rarity.

Support! I feel like this would really make items more widely-available to all users. As for the Black Market, perhaps quantities could be increased to 5-10 of an item, just to keep them more rare?
