How would this change the "at your own risk" status? It wouldn't. The reason things are set this way is because staff has decided to allow the users to choose the activity, but are not going to get involved in issuing refunds when things go wrong. Period. Action is still taken against the offending account in the case of hatches and raffles, but things go wrong so often that we simply can't get involved in issuing refunds.
Carried out via rmail, there is already a permanent record of these transactions, along with records of TU and eggs sent. That's how we verify a situation and then take action on the offending account.
