I don't know. I'm sort of in the middle about this. It has a nice thought behind it...

But the people who are about to leave can just place their pets in their Show Rooms (or Rancher Shops unpriced if they're Rancher class).

Then again.. There are special cases in which the owners have to leave unexpectantly.

Pros:
- Pets won't die; they'll be healthy if taken care of properly.
- Might push for the Food Pen to actually work for the rest of the users.

Cons:
- Might be a hinderance to staff and their time.
- How will staff know when to take pets, especially if the owner left without a word? It'll be inconvenient if someone was just coming back and saw that their pets are gone to some new owner.
- People (owners) will be sad if they can't get their pets back after xx (amount) of months/days. They probably won't have the chance to get them back, especially if the new owner: has fed the pets to Kir, gave the pet away already, or just won't return the pet. 

No support for reasons Ling has mentioned. We've had adoption centers, babysitting services, etc. and they usually turn out badly with users losing much-loved pets when one of the "sitters" ends up banned or leaving their account abandoned.

I don't really see the point.

The SPCA cares for LIVE animals. People on this site wouldn't shed a tear if their 'beloved Zenirix' died or something, they'll just go 'fine, I'll get another'. Pixels don't get hurt , pixels don't live.
