No support. Rmail, Forums, Blogs, and even updates are things most people would access more often than the other categories (Maybe Updates could give way, but usually sites put those in a high place anyways). Most people don't need to regularly refresh themselves on the rules. Also, I personally like being able to quickly click the Forums and Blogs right over each other. It's easier for me, and probably other people who check both regularly.
No offense to anyone, but I feel as if people should already be able to locate the Rules. It's right there on the sidebar already. Very easy. Moving it up a hundredish pixels isn't going to make it any easier on the people who are just incapable or unwilling to spend a few seconds looking for the big Rules button. It's not hidden, and since it's been this way since V3, it'll screw more people up who are used to the current layout.
