If you get a shout out maybe you can get an alert and the link. Maybe there could also be a search button so you could search shout outs for me (tinkytasha) and then all my shout outs (to me) will pop out.
I think this could potentially lag the site big time (forgive me if it won't, I'm not a developer expert) because if you wanted to go through previous shoutouts, it would require a log. AKA storing data for future use. With the shoutbox I believe anything in the logs after 48 hours cannot be accessed.
In addition I don't really see the purpose other than saying something nice to a user, which can be done via rmail or shoutbox. As always this could be abused and used the wrong way. Sorry, but no support.
