Just because the shirt says it's wearable doesn't mean there's art for it yet. Go to the Dream Builder (same place you edit your avatar) and see if you can find it there. If you can't, it's not available for wearing yet. The item itself saying it's wearable only implies that either it is currently wearable or there will be avatar art for it sometime in the future.
