Im not sure if they can still be found, but yes there was a time they appeared as a random event, like when you find eggs or tu when exploring :D 
They are/were pretty rare so they were hard to stubble upon 

of course you can also buy them from other users :)

You can still find them. But the chances are very slim since they are rare.
