hiya there. (i  apologise in advance for the lack of proper caplization, i'm using my mobile device and for whatever reason i am unable to use my shift key on this kind of text box)  

i joined the site yesterday evening and my little sister saw me playing and also wants to join the site, but i was hesistant to let her make an account as in the rules multiple accounts are a bannable offense. I moderate myself for a website, and I know how suspicious two accounts on one ip address can look, especially when we would likely be sending each other things.

So is there anyway that I can inform staff that the second account likely to show up on my IP address is in fact my sister? I'd really like for her to also join the site, but I'd rather not like for us to get in trouble for it. ):

you can put a note on your profile (like i did) or r-mail a staff member. there's usually one in the shout box so just look for a blue user name and send the a rmail :) i hope this helps

Also, Staff doesn't judge by IP address alone, as it's very common for siblings to play on the same computer.

You can also send in a support ticket if you don't want to bother a specific Staff member. Support tickets can be accessed on the Rmail page.

Grave is right - IP addresses are a very minimal consideration when looking at possible cheaters. There are a whole lot of other more important factors that we take into consideration to give us a more accurate picture of what is going on. =)
