Why is it that when you transport something by car, it's called a 
shipment, but when you transport something by ship, it's called cargo?

I say...i have no idea and it hurts my brain to try and figure it out XD  but seriously...that is quite a conundrum in my head *grins*  so why a shipment is what it is and a cargo is in a ship...so not going to try and figure out why.  ^-^

Because when they created the names for them it was opposite day and they made it their inside joke forever. And that is why they are shipments by car and cargos by ships XD

Why do we say "bye bye" but not "hi hi"

'Bye bye' is the type of utterance most commonly aimed at small children and infants by well-meaning individuals. This type of utterance entered the mainstream through continued habitual usage, whereas the emphasis used for 'hi' is generally more along the lines of ''Hiii there, li'l cutie!", and thus the repetition was not made mainstream.
