Probably a dumb question but how do you use Barter Tokens? I know that you use them in trades and buy them for the same amount of TU, but is that all they are? Just tokens you bought for a bunch of TU or is there a way to exchange it for actual TU again?

Yep, you can exchange them back for Tu. simply find them in your inventory and use them.

They were solely made to be used in trades but many users find that they are handy for saving Tu. 
You can convert tu into tokens to try and stop your self spending
