The item called Frost Light Icicle will give the frost light effect when used on an adult pet. Bear in mind that only certain species have art for the effect. You can check this under Information > Creatu Species
Often during winter there's also an event that gives your pets a chance to receive the effect. It hasn't happened so far this season so it might be coming soon…
