There is an option to close chat but when you hit close it doesn't close

Yeah you have to change it in your preferences, which is where the button brings you. It'll always be open unless you set the preference "View Chatroom" to no. If you do, you can then just view the large shoutbox by clicking the "Enlarge Chat" when you want instead of having it active all the time.
