Is there any way you can, say 'freeze' pets in stages? Like, if I liked the figure in the baby draqua, but not the adult, is there way to somewhat let it stay in the stage?
If so, how?

Nope. Pets are not able to be 'frozen' in their current stage. You may get a Regression Ray, an item able to zap your pets into any stage. Those can be found in the credit shop for 100 credits (10.00 USD). Hope this helps you. :D
Actually, the Regression Ray was removed from the Credit Shop a while ago. It was never said whether it's going to come back, or if it's retired for good, but you can only buy or borrow one from another player right now.
But you could also put the Creatu in your show room; they don't age in there. ;o
