The Dream Builder is merely a guide that shows all available clothing options. You will have to buy those clothing items and equip them in your Wardrobe if you would like your real avatar to look like that. :)
Some clothing items are only obtainable via retired events, quests, or the Cash Shop, so they cannot be found in the NPC shops. However, other users may be selling them in their merchant shops! You can search the merchant shops for an item by typing its name in the text box at the top of the page and clicking the Search button.
Once you have your items, simply head over to your Wardrobe (under the Avatar tab up top), put them on, and click the Save button.
