Most of the random strangers who follow you are just trying to gain a follow back so they can get more followers themselves. They prey on new members for that. Other people who follow you may be members of a band or some other group trying to get publicity.
As for you tweeting, there's no rule to twitter expecting you to tweet, but you probably won't gain or maintain many followers if you don't.
