The age range for most people is around 14-21 kind of thing. However this is a pet site that is meant to be friendly to all ages, so there is a limited amount of swearing allowed because of that.
The concept of swearwords is a bit outdated. I mean, I find it hard to believe elementary students aren't swearing, especially now a days, and I find the idea that there are some words that are taboo just because a bit silly, but that's minority thinking.
Also because it's a private site, the owner could forbid us from saying potato and he'd be within his right to do that. :P At one point he got tired of Minecraft talk and censored the word, lol.
In addition to what has been said, swear words and even derogatory words are not allowed anywhere on the site because these words can often times stir emotions that can perhaps be perceived as trouble. We do not want people to start a fight and call each other names. There is a thin line between using swear words for fun with friends and using swear words to degrade a person. These things can be avoided if we ultimately disallow the usage of these words anywhere in the site.
On lighter note, we need to control ourselves and be friends with people, right? This is a community with tons of people from all ages so might as well use kind and awesome words everyday! hehehe
Well you never know if there are children below 12 lurking around.
If you don't put 'swearing' as a part of rules then that allows arrogant people to swear all over the site. You don't want them to get away with it by saying 'there is no rule'. :D.
Most pet sites have a wide age range.. lol. I can't really specifically answer that for you.

On the note of children using swearwords, tomorrow I am turning fourteen and I still don't use them. And yes, I do cringe whenever I see an abbreviation for one as well.
It's just best to keep the site clean for those children and teens who still do not use words like that. There are lots of children who play on this site (I've always thought it was for children, and teens and adults gravitated towards it, sort of like the mlp craze going on right now), and we have to make sure that they are in the protected environment that their parents expect out of a pet site.
The age range is definitely closer to 14+, but I think it's easy to assume there are very few younger simply because we spend so much time on the shoutbox, and age is scarcely discussed anywhere else. I joined this site when I was ten, and I know many others do as well c:
Though I've heard people as young as six swearing their faces off, it doesn't hurt to keep them at bay on a petsite for those who don't do that ^^ Besides, they're pretty easy to be abused and may be interpreted wrongly, as often happens with text.
