Ok, this is my first go at this. I'll attempt virtually anything.
so yeah, just tell me what you want.
what I know I can do: I'm really good at traditional shading with a pencil. At least I think I am. Here are some that I've done with a pencil (I also had a reference sheet when I did these. I didn't just do these out of my head, like I'll probably do all of your's) 
one thing about that though, is that my shading isn't always very smooth and is kind of grainy(As seen in the pic with the guy's guitar Then again, I used a pencil that's not supposed to be for drawing then . . . . *Shurg*). I can do colored pencils, but I'm not that great at it yet. Practice makes perfect. ^^
Here's some digital art I've done, but the color thing on my digital art program is like . . . broke. So yeah. I can still do it, but it will cost more.

So, if you want me to do something for you, here is what you put
what- What you want done
how- How you want it (as in, traditional, digital, colored pencil, etc.)
when- if there is a time you need it finished. (If it's soon, then your pic might look sloppy. To make traditional good, it takes about 2-25 hourse. Digital . . . 3-a lot. because my art program is 'tupid)
background- if you want a background, tell me what you want.
anything I might have left out
Once I've read what you want, I'll give an estimated price. And once it's finished, I'll give a final price depending on how good I think it is, and how hard it was to do.
I might go down on my price a little, but if not, I'll wait until you can pay. And so there isn't any foul play, like me posting the pic and you taking it without paying me, I'll post it up on deviantart, and link you to it, only part of it will be spraypainted out so you can see the design, but not the detail on part of it.
