There really isn't a "bad" tablet..you will only be as good as you are on paper, it'll just be cleaner. If you're bad at drawing on paper, you'll be just as bad on a tablet. All the tablet does is allow you pressure sensitivity (depending on the program) and the ability to have more flowing lines than you would with a mouse or trackpad.
If you're just starting out, I'd go with a Bamboo. I had a Graphire for something like 6 years and that worked wonderfully. My sister has it now and it still works just as good as any tablet I've used. I bought a Bamboo Pen like 3 or 4 years ago too and it still works perfectly- haven't even needed to replace a pen nib yet, and I mistreat mine haha.
I think the new bamboos are called something else. If I remember right the bamboo pen 3rd gen equivalent is the Bamboo Connect. It's $69 on amazon right now and should serve for your purposes. Or, you can buy a used, working Bamboo Pen for even cheaper just to get yourself adjusted to a tablet...many times people buy a tablet and stop using it after a few weeks because they get frustrated that the tablet didn't improve the quality of their drawings.
If you buy a used one for CHEAP, once you're used to it, you'll be able to upgrade yourself to a "newer" tablet if you absolutely MUST have one.
