You can't copyright random paint-fills on graphics that don't belong to you.
I believe there was also an issue on the old boards about chargeing for edits to the creatu bases not being allowed. Not sure what the policiy on that is now though.

Actually, it was decided that you CAN charge for edits to Res images, but you're definitely not allowed to copyright the finished product or otherwise claim that it's your own original work. That counts as theft.
