Color: Please provide a hexidecimal value. (Here's a good resource: http://users.rcn.com/giant.interport/COLOR/1ColorSpecifier.html)
Tiled or fixed: Do you want it to repeat or stay in the same place?

Color Scheme
I usually follow the background colors(image), but you can name other specifics here. Use the color specifier above to supply hexidecimal codes.

Fonts
Defaults are usually the best, but if you want, you can go on dafont.com and pick a font from there. Just be warned that the font won't look pretty anywhere else but your own computer.
Main: type, color, size, letter spacing, in px (3px, 6px, etc)
ti[injection]tles: type, color, size, letter spacing, in px (3px, 6px, etc)
li[injection]nks: type, color, size, letter spacing, in px (3px, 6px, etc)
Text-transform: all lowercase, all uppercase, small-uppercase, none
