As to profile background what do you mean?
Like a profile layout?
There a few available that users have premade you can find them here
Otherwise just for a background I believe the coding is

body {
background-image: url('link');
}
</style>
You would go to Preferences - Profile
Then you would paste either one of the premade layout's coding or just the background coding into your profile box and hit Edit Profile.
For just the background image you would paste the url of an image right where it says link
If you want a custom wallpaper this would be the correct forum to potentially find it in!
