What kind of digital art? Photoshop or photo manipulation or something like drawing.(I stink at photoshop).

If you want to do either, I'd reccomend Pixelmator. Its a program that is fairly simple to use but has a 30 day trial for free. Watch the videos on youtube to learn how to use each tool, then try to draw something. Layers are important because you can delete/erase on a la
yer without losing something on your other layers

Does gimp work for you? It didnt really work much for me, certain buttons wouldnt function right...  I'd stick to photoshop, although sumopaint has cool features, its hard to use...

Try both photoshop and illustrator.. Whichever is easier to use should work(I dont own either, but I have 4 or 5 progams like them though)

I usually go for a cartoony approach. (I have no idea why its so huge?) This isnt my best, but I tried. The majority of my things are on my home PC, and I cant use that now....

What I do is make 5 layers: The original picture(If there is one), outline of main picture, background outline, background color, picture color. When I finish, I delete the original..

For coloring, choose similar colors to the original. If you're doing a cartoon, carefully fill it. If you're doing fur, brush or spraypaint it in with different colors. Keep some of the outline if you want a cartoony look, but if not, you have to work hard to make it realistic.. I like using opacity with my colors so they blend. Dont choose saturated or rich colors, blend them out with similar colors..

kewl: ok, so i get what kat is saying xD
how i do it is again with multiple layers, so you would have...

la
yer 1: your sketch/rough idea of what you want to draw.
that is regardless. now if you are doing lined art ( i highly recommend doing this first) you would do...
top la
yer: Lineart
la
yer 2: base colours (background)
lay 3: main base colours (animal/foreground)
then once you have the base colours down, you can add however many more layers that you want for shading/other details :)
KEEP. LINE ART. ABOVE. ALL. THINGS.

now if you want to do lineless art you would have your sketch, then on a new la
yer have the sky colour, then on another la
yer start colouring in the background, and then on another new la
yer add the foreground/middle ground objects.
once you do this, continue to add more and more details on more and more layers. eventually you will have a rough idea of what you have. then you have the time inducing part, going over everything and making it neat and tidy and perdy♥

hope i could help ^^

I used the lasso tool to put a gradient in the eye. I didn't bother using an artistic effect though(Which I should have) But how do you colour it?
